When the US was facing a crisis with crack cocaine which primarly targeted the blacks and fueled the black on black violence , the Senate held a couple of hearings on who was behind it { was it Iran , the CIA or the Contras } and passed legislation to establish mandatory minimums { like a high minimum of years } . Now marijuana is legal almost everywhere , a drug that was associated with the N%$#@ and white people are making a killing {$} out of it . Now also the new epidemic has moved to white suburbia , it is called pain killers and heroin . What does the senate do ? they pass a bill that

The bill authorizes grants to states for addiction treatment, prevention and education initiatives aimed at lowering the number of drug abusers and overdose deaths. It also expands the availability of a drug that reverses the immediate effects of an overdose.
