I googled his name, it seems he is a very controversial Sheikh,he is banned a dozen countries (many Muslim countries) in relation to his extreme views. I have never seen him doing religious Sessions in Hargeisa but I think the CID department should keep an eye on him. Who knows if he is involved Alshabaab activities in Somaliland.
