Doesn't say anything about how militarily strong or brave someone is, but Hutu here is used to describe behaviour that is barbarian/savage. Tutsi's defeated the Hutu rebel group and managed to rule the country up till now.

Actually Hutu are pretty useless. They were defeated in Rwanda, Burundi, and Congo by much smaller Tutsis.
