Silaanyo adm is the most democratic, had this been in Riyoole or Egal days, it would been sorted out with a " presidential decree" The fact that it was handled by ministers for negotiations, presented to parliament for ratification is historic.

check the last human rights report about SL and u will know if u can even use the term democratic or not. the highest numbers of civilian and media staff detainees in all SL history, sky high level of corruption and nepotism ....i remember we even lost some points on the last world countries freedom map.
thinking like '' presented to parliament for ratification is historic'' is the one who create dectatorship, and the basic duties of any public servent is looked as a honorable and historic grant from him/her thats the day you kiss ur ''most democractic'' word a goodbye....its just africa after all money talks louder than anything....ask xil NacNac who already knew and probably witnessed the payment or promises to remain as xil in the next parliamentary elections,how he knew it will be 80% majority vote...then u will understand if its ''most democratic '' or not.
