SL/Khaatumo talks: Demands for administrative self rule.

Post by KyrieJama »

I just spoke to a member of the Khaatumo G9 committee who will take part in the talks with SL later this month in UAE.

Reportedly, the two main objectives of the upcoming UAE visit will be to finalize the Berbera port deal and conduct talks with Khaatumo.

Each party to the talks will be represented by committees made up of both politicians and influential traditional leaders.

Originally chaired by a group of six leading personalities, the ‘G6', this number was subsequently expanded to make up the ‘G9’ (Guddiga Sagaalka):

*with the exception of Cali Khaliif Galaydh and now deceased Mohamed Buraale Xirsi will not attend the talks

• Chairman: Dr Cali Ciise Cabdi (Maxamuud Garaad/Nuur Axmed)
• Dr Cali Khaliif ‘Galaydh’ (Faarax Garaad/Baharasame)
• Dr Salebaan Cabdi Ducaale (Maxamuud Garaad/Naaleeye Axmed)
• Dr Juxa (Qayad)
• Dr Cabdikarim Xasan Jaamac (Faarax Garaad/Cali Geri)
• Dr Maxamed Siciid Cumar (Maxamuud Garaad/Cumar Wacays)
• Engineer Nuur Gaas (Maxamuud Garaad/Jaamac Siyaad)
• Dr Cali Xaaji Ciige (Yaxye)
• Garaad Jama Garaad Cali (Faarax Garaad/Baharasame) (Highest ranking traditional leader)

Despite the narrative portrayed in the media and the incessant local mud slinging (mainly in SL and PL), Khaatumo is not led by warlords, anti-peace elements and/or 'political spoilers', Khaatumo was founded and established by SSC's elite politicians and intellectuals.

It is worth noting, that these men had previously held senior positions in international organizations or worked at universities or think tanks in the West. Many were wealthy. Cali Khaliif Galaydh had been Prime Minister of Somalia under Cabdiqasim Salad Xasan in the TNG established at Arta in Djibouti in 2000. Dr Cali Ciise Cabdi had held senior positions in the International Monetary Fund and was the chairman of an NGO based in Addis Ababa and operating in the Horn of Africa. The G9 aimed for a balanced representation of the three main divisions within the Dhulbahante clan according to their manpower and resources. This had been the formula on which the SSC had been built. In contrast to the SSC, which had been supported mainly by Faarax Garaad, the G9 and the Khaatumo conference (and the subsequent autonomous administration) were truly inclusive.

They are in the processes of preparing their agenda points, principle demands and strategies. It will be based on seeking short term administrative self rule (autonomous) in the SSC regions (prior to constitution amendment), with the G9 as a main interest group, and political wing (maybe even founders of a political party in the future).

Basically, they wish to receive the degree of autonomous rule and support they set out to consolidate via Mogadishu from Hargeisa. In essence, remove locally held notions/perception that the SSC regions will remain divided and marginalized socially, politically and economically via a highly centralized gov't system based in Hargeisa.

These are the type of expected demands and discussion points on the agenda. (not definitive and speculatory in nature):

- The Ministry of Eastern Affairs will be constructed and function in Las-Anod. Two main pillars will be peacebuilding and development. The 2% tax for the eastern regions will be handled by this institution. Regional ministry will be well resource and operate independently.

- Regional parliament headquarters will established for elected MP's, who for the most part will be based in their chosen regions, and will take part in scheduled parliament sessions in Hargeisa when need be.

- International and local organizations(ie. UN agencies and local civil society) open sub-offices in the SSC regions.

- Receive a fair portion of humanitarian and developmental foreign aid on a regional level from Hargeisa

- Lobby int'l community to declare these regions as part and parcel of SL, and remove disputed regional tag once and for all.

- Integrate militias into regional military forces, and be given control of Eastern bases. Be given adequate military ranks for deserved military officials.

- Establish and construct a regional house of elders premises, for customary leaders and cheifs.

- Take part in talks between Somaliland/Somalia as part of a new northern alliance (SL).

- Accept, participate and lobby for a UN referendum in Somaliland.

- SL currency be introduced in these regions. PL counterfeit currency discarded due to inflation and its negative effect on the local economy.

- Double taxation of goods at Tukaraq and Las-Anod customs will be halted.

- Revisit constitution to introduce increased decentralization and autonomy on the regional level. Highly decentralized system rather than a federal SL. * With a goal to lead to a political association/party advocating for increased decentralization.

- Actively take part in Somaliland democratization processes.

- Commence natural resource exploration; particularly petroleum and mineral exploration concessions highly sought after by oil conglomerates corps. in the Sool region.

who in their sane mind would even sit on the same table to talk about such unpractical demands, why would SL create a mini state exclusively for a sub-clan..!!.

besides when u say SSC, do u still use the notion of Sool, Sanag and cayn...!!, dholos are majority in sool only ,they have no right to talk about sanag or togdere let alone make laughable demands like autonous regions exclusively tailor for their areas...looool, are they serious..!!.

I reckon someone has given them my posts on the subject.
PS They must also demand a full and complete demilitarization of our regions and pay compensation for all the dead and injured. :)

If they get those demands Kudos to them. I see they finally understood how to get their share of the pie. Country within a country within a country. I like that

Garad, the person you spoke to is no secret, it's none other than your reer Hirsi Garaad uncle, Cali Khaliif

Tbf these demands are not realistic. All the other clans in SL will demand autonomous regions if we get our own.

Anything less than full autonomy must be rejected outright.
No real Dhulbahante will accept to joing a iidoor state without our rights and territories protected and enshrined in the constitution.
What all iidoor and dir do together is not our concern......our focus must be our rights to secede after a referendum. :)

Khaatumo Eerigoo is just dreaming.

Disputed status will remain no matter how much noise the failed politicians make.

People should remember Khaatumo was SL-initiated project, but the end result was not what Siilaanyo envisioned
