Security is top of the list. The Somali National Army exists on paper but barely functions on the ground, despite receiving billions of dollars in aid. Clan militias do much of the fighting against al-Shabaab, which controls swaths of the lawless south. Asked about the state of the national army, one senior diplomat threw up his hands. “Never has so much been invested in so many and turned into so few,” he said.

Someone oughta tell The Financial Times to do modicum of research before penning ridiculous articles like this one. The Transitional Federal Government (TFG) never received "billions of dollars," so who can a branch of the government - the army - receive billions of dollars? The GDP of the whole country is $2-3 billion! The Somali state simply lacks capacity to accept and administer funds in the hundreds of millions never mind billions.

I bet you what they're referring to is the funds given to the AU and the so-called "trainers" and not the actual money spent on army such as building them facilities, giving them weapons and so on.

Billions isn't out of the question, the current government has controlled Mogadishu for 10 years now.

step number one: pay the damn army and make sure politicians dont siphon salaries offshore into djibouti, kenyan or dubai banks.

everything after that is easier.

I am pretty sure no one invests in the SNA. And the soldiers aren't getting money.

and for some reason the soldiers are mostly skinny cabdis....
