Bottom to Up approach might actually work to contribute to Somalia's solution. The Federal Government should directly provide funds to the villages, towns and cities and bypass the corrupt clan-based administration that have been the problem in creating division amongst Somalis.
I think President Mohammed Abdullahi Farmaajo's administration should directly deal with local governments. Each town should built a local council and it's own mayor. The Federal Government should provide funds to the city or town councils and in return the funds will be used to pay the town/city employees and other services. This will create a sense of pride for Somalis to stay put and rebuilt their towns and cities.
Example: A Buuhoodle city council and Mayor getting direct Federal Funds. Then the funds being used to better the city services, such as garbage collection, maintaining the schools, roads and other services needed. Furthermore, a board of overseers (including Federal Government representatives) should be built within each town/city to keep track of how and where the funds are used and a detailed report is provided to the Federal Government to show how the funds where used.
Every town or city in Somalia should have this. The idea of waiting for a certain "madaxweyne maamul goboleed and a corrupt maamul goboleed parliament" to do something for you while they pocket all the money without due regard will be outdated and completely ceased to exist. Direct approach to between Federal Government and the town and cities might be what we need.

xamar is very corrupt if farmajo can do shyt let him fix the SFG and his region we have own our local govts
when you have a local govt you will get a sense of ownership thats why people care more their regions like qurbojoogta
the corrupt onnes r those who r appointed by the SFG bc of loyalties they appoint only tuugo
once we got our regional leader he appointed a good guy for governor and the people started trusting him as qof aamin ah
we have now give 1$ dollar project in baledweyne, locals and diaspora have raised huge money, ganacsatada to build the roads

When the Federal Government gives funds to the the mini-sovereign-like states, the funds will be divided up by the corrupt politicians and "parliamentarians" of that clan-state. It will not reach the villages, towns and city administrations. In order to avoid further corruption, a direct line between the Federal Government and the local administrations (city and district administrations) should be implemented to guarantee transparency. That will help curb the corruption. An independent institution should also have involvement in checking and balancing the funds.
