Anyway, the parliament can pass bills but the president signs it into law. The only time the President's signature is not required is if both the Guurti and Parliament 75% of the combined house vote together and pass a law.

This vote, at best, is symbolic. it is what the UK call conscious vote.

The President himself cannot pass his own laws, he needs the lower house to first approve it and then the Guurti to pass it, only then will he be able to sign it into law.

If legality is questioned then the Supreme Court will come into play and make the final decision.

The Somaliland Parliament approved of the talks

They are trying to make themselves look relevant. Next week they will pass a low recognizing the earth is a globe.

They are paving the way for concessions.

I have always supported a dialogue between my people and the secessionist regime.
If every tin pot Somali politician is speaking with Ethiopia, Kenya etc to further their own selfish interest....we should be doing the same.
