Mukhtaar Rooboow become relevant when he was part of HSM. He defected and is no longer a factor, just like Sheikh Sharif the former leader of the movement. This isn't the end of HSM.

His surrender would have greatly helped pre 2015 or even 2016.
But we have no use for him, i hope the gov just expands to his territory & takes it. Also extract everything he knows that might be useful, which isnt much since he left shabaab in 2013.
Once this is done put him on trial, his victims deserve that. As well as the judicial have an opportunity to show the somali people that they can hold terrorists accountable, this is a man with a lot of blood on his hands.

If Muktar Robow is put on trial then it will discourage others from turning themselves in.

True. But there are no other potential high level defectors left after abu mansuur, this strategy is no longer viable. if they trial him its good because he is a criminal in their eyes. if they dont trial he can still be a sleeping cell
the xamar govt will do nothing the same way daahir aweys was not touched the same way indho cade was forgiven. if they trial roobow it wil be seen as qabyalaad either way alshabaab will remain strong. defecting wont help
