Even If you're right sahal, its a good beginning to have soldiers under the Federal payroll, though they are based in their home areas. All it will take to make them isku dhaf is a strong leader and a strong army commander with a vision. Soldiers are loyal to their paymasters. One only needs is a patriotic general with a carefully worked out plan to integrate the army. It's not rocket science. It has been done before where armies with different tribal or even religious allegiances have been integrated.

this policy was there before Farmaajo he went to Ethiopia before the london meeting to sign it, also his visit to baydhabe was about visiting addis ababa before london. these countries only want 18000 SNA for internal security. The only thing new under this govt is waxaa lagu saleeyay maamulada in a meeting in xamar wich shows its much weaker than the former govt. Garguurte wanted the old structure like managing gedo from qaybta 61aad ee baydhabo, hiiraan from qaybta 21 duusamareeb, shabeelooyinka from xamar.

This structure was a pro-HG structure and they put it in vision2016 along with galmudug as a federal region.
