After the EU found out this they stopped the project. As the money was collected in the name of Somalia(yes somaliland has special arrangement but the money was collected in the name of somalia) the corruption was attriputed to somalia to stop collecting money for it until some reforms. Here this govt and minister Jamal tried to take advantage saying you cant blame us on correcption and deal with SL alone!

So faysal is there to make deal with harti as jamal says the money allocated for SL does not reach beyond hargeysa and we want our harti share.

Im not saying Somali govt will be able to change the somaliland special arrangement but they can use the corruption card and not been inclusive but the harti will be seen as part of SL so jamaal is making own goal.
