The UK has said they'll look into allowing the s/l "passport" as long as the holder has a UK BIO-METRIC IDENTITY DOCUMENT...aka a UK passport.

You are confusing a UK passport with a UK biometric residence permit (BRP). The UK is accepting the combination of Somaliland passports and biometric residence permits as valid for entry to the country, just like other passports/travel documents are combined with BRPs for entry. This absolutely huge hence the retarded attempt at dismissing the news and equating UK biometric residence permit (BRP) with a UK passport. If they already possess a UK passport, why were they facing difficulty entering the UK in the first place? And why would they need a residence permit if they are citizens?
