Bura Hache is still where they have their only base in "Gedo."

Ethiopia stepped in and has bases in Baardheere, Garbahaaray, Luuq, and Dollow.

Beled-Xaawo, the only district without a foreign base, is neutral between Kenya and Ethiopia, but is politically aligned with Ethiopia given it's longstanding bad relationship with Kenya (border issues, attempted wall, etc).
