This is a game changer.
This is the first record in Somali history where a local entity resorts to the Rule of Law and petitions the Attorney-General and Justice Ministery investigate human rights violations attributed to the regional entity.
There would never be REASON for clan revenge if there was confidence in the Rule of Law to check impunity.

The only elected/"selected" offices outside of the Federal offices are at the Federal State level.
Currently, the only one of those States without a recognized elected administration is Jubbaland.
Madoobe's recognizance is based on the 1 year, interim authority deal brokered by the UN Special Representative. This is why for example, there is no Jubbaland "parliament" in existence.
Legally, there is a De Jure governing authority of Jubbaland but there is no De facto federal state with control outside of the city of Kismaayo.
This is why the Federal Government, as mandated by the Constitution (any region not governed by federal state is administered by Fed Gov), has appointed the Governor of Gedo on the advice of the civil society there.
Madoobe has sent 2 years unofficially and 7 years officially with the De Jure "Jubbaland" title----but he has not oncé (O-N-C-E) been able to step foot in Garbahaarey, the capital of Gedo.

It literally does not exist instutitonally. It was just an expedient name to serve as signatory kicking along Somalia's transitional methods serving as "state building."
The process governing what replaces the 1 year interim authority is already agreed to (again, even by Madoobe)
1. It starts with reconciliation. Real reconciliation. This is so hard, I can't even attempt to predict how this will be realized.
2. Reconciliation ----> Ownership. The process that made what become this unsalvageable "Jubbaland" was never internally owned. That's why it failed. This one will be locally owned bringing responsibility and rights.
3 Ownership -----> Consensus. What is Jubbaland, its Structure and it's legitimacy will be broadly representative of the consensus of the people of Jubbaland who have processed reconciliation and been inspired (not coerced) to accept its authority.
4.Consensus ---> Universal Suffrage. The people of Jubbaland will then choose freely without compulsion or duress the agents and purveyors of the system built and reflecting their confidence.

It looks like a very comprehensive and extensive process that will have to be started possibly now. It will be interesting to wait FOUR months and THEN start the process which could take several months to be completed and in that case, Madoobe technically has more than just FOUR more months. Unlike Somalia's Federal Government, there won't be a "vacuum" so there is nothing to make a distinction about the timetable.
If it could have been started, it should have been---but look at Madoobe's role in this Election impasse to begin with.
I think it is clear at this point, that process will on the back of his disempowerment.
I would say even the International Community has checked out with anything concerning the name "Madoobe".
This year will be a decisive year for Somalia.
1. Somalia Election and Possible Farmaajo Re-election
2. Closure on the 10 year anniv of the Sea Case starting with Memorandum of Understanding nonsense.
3. End of AMISOM mandate.
We will see what happens.
If it could have been started, it should have been---but look at Madoobe's role in this Election impasse to begin with.
I think it is clear at this point, that process will on the back of his disempowerment.
I would say even the International Community has checked out with anything concerning the name "Madoobe".
