Liaison office not consulate let alone embassy.
Governments of states not recognized by the receiving state can set up offices abroad that do not have official diplomatic status as defined by the Vienna Convention.
Such offices assume some of the non-diplomatic functions of diplomatic posts, such as promoting trade interests and providing assistance to its citizens and residents. They are nevertheless not diplomatic missions, their personnel are not diplomats and do not have diplomatic visas,
It’s actually a Good thing hargeisa to get a liaison office, Reer waaqoyi live in a alternative universe that they refuse to use Xamar services due to a fear of the their capital

You would think reer ayan hirsi aka dhabacyo would follow their own advice and stop trying to break away from their country of Somalia and stop trying to undermine their own government in Mogadishu.

What will the failed state of Somalia do about this infringement on its sovereignty? It has previously ended it’s relationship with Kenya when Somaliland President and Kenyan presidents met.

I wonder if this office will remain open if Ruto somehow gets elected. Odinga would probably recognize Hargeisa within a year into his term if he gets elected.
