He is relying on them financially and politically. But my point is they have no ground troops snd this requires a military solution which he cannot achieve. it is more likely he will be kicked out of garowe then ilmo diano being kicked out of bosaaso.
That makes more sense, but i dont think he'd want either of them involved since he can take PSF on his own. They number no more than 600 troops (+ prob with some help of local clan milita) and there's less now since some of them have left the militia and joined the new one being under the new commander. Deni has darwiish forces and PMPF on his side. That's thousands of troops he can draw from, psf are simply outnumbered. It's why their hoping to use elders and the threat of violence/displacement in the city as a chip to get a favorable deal.
Deni already tried to military remove ilmo Diano and he failed. The number of soldiers in Somalia does not matter what matters is the training and motivation. Ilmo diano might have only 600 men but they have 600 loyal men that are well trained, armed and motivated on a single goal. Remember these are the guys that did not leave Diano after Deni said to the PSF go and join your new leader he named.
Another point is other military units in Puntland refused Deni's orders when he tried to get them to fight PSF. The crux is Deni does not have enough men willing to die for his cause while ilmo Diano have 600. It is similar to how 800 isis soldiers defeated 30,000 iraqi soldiers in mosul.
the 30,000 iraqi soldiers had the luxury of fleeing while the 800 ISIS either had to win or die. the men deni brought have to luxury of returning back to their deegaans in garowe and gaalkacyo while Diano and his men have to fight and stand their ground.
