Puntland pilot elections: world's highest rate of fake or spoilt ballots

Pland held practice elections last year. only 3 villages voted. Eyl, Ufayn n Kardho. 5,366 total ballots. 627 were fake ballots dat couldn't be counted. 
12% or 1 outta 8 ballots was a fake ballot
internationally this phenomenon is known as spoilt ballots. the international fake ballot rate is 1 - 3%
tha highest rate ever was India. 4.5%
