Tukaraq that controls the import from Southern Somalia alone pays 25 % Somalilands income according to a UN report I was reading few months back. That does not include the rest of Sool region including its largest town Lasanood. Sool sends money to Hargeisa and gets nothing in return. Lasanood is basically build by its Diaspora and foreign NGO. The New Khatumo government has a big income revenue to begin with.
