Yes but inviting foreign country and allowing to have a base there is not very strategical especially when the so called country is xabashi. It was done out of spite not out of whats good for the people of waqooyi. Xabashi wont abide to the terms of contract you have signed with them they want free ports and also their youths are unemployed so you can forget about habar awal youths getting jobs at the port.
