What are you confused about that the guy called british somaliland "punt" or he was truly genuine in helping create economic prosperity in NE province?
The only Somali part prepared for an independence was Italian Trusteeship of Somalia. Neither British Somaliland nor NFD was prepared enough for independence.
French Somaliland took 17 more years to get independence. Hadn't we waged war against Ethiopia, Djibouti would have been part of Somalia. The French foreign policy and interest, , hampered the process of uniting this part of our land to the rest of Somali lands.
Both Kenya and Ethiopia have no plan for the redevelopment and integration of these two regions into their country. They would rather colonize and keep them as "buffer zones" against Somalia.
Many don't realize this , but Somalia's territories were handed over to countries like Ethiopia and Kenya to fight the influence and spread of Islam in the Horn of Africa. Both countries have the full support of member states of the Security Council, Should Somalia get back on its feet and reintroduce its old policy of Greeter Somalia.
From this, we can conclude that the North a.k.a Somaliland never existed as a state but only as a colonial history. The independence of this part that predated the Italian trusteeship of the south, which Italy and the U.N had helped the south develop its economic infrastructure, had the Somali flag flying over in Hargeisa during the five days of independence.

This is a very good suggestion. Unfortunately, it is against the national security of Kenyan government. To develop NFD would mean to feed your enemy, who will later demand, self-determination and independence.
Besides, Somalis in the 'occupied territories' have the political disadvantage of being an Islam. If you look at the struggle of Eritrea and Southern Sudan, both of these two agents used to receive systematic military assistance and support from powerful countries. That is why they have been successful in their self-determination. One resulted in the independence that it saught and the other got the full benefit of political participation in Sudan, having the vice president post, 25% of parliament seats, and the right to secede by a vote of referendum in three years.
