Abdiqasim wanted peace-keepers during his tenure, but did not get it for lack of support from the powers that be. Every-one knows that in Mogadishu you have the noveau riche (filthy rich indeed) due to illegal activites OR have business thriving in a vacuum (without taxation/law) and want to keep the staus quo of lawlessness. Maybe, Abdiqasim is alluding to those people who profit from lawlessness and anarchy, me thinks.

Abdiqasim is just a politician. He goes wherever he can benefit from and can stop his rivals.

It makes sense if A/Qassim can't accept A/Y's government when in the past A/Y convinced his fellow clansmen to not participate and accept the Somali goernment formed in Arta Djibouti. I listened to A/Y's speech to his MJ clansmen and one of the reasons he wanted his clan to reject A/QASIM's presidency was how Hawiye and Dir have colluded to rule his clansmen. Dir he meant by Djibuoti's president.
