Your analysis is correct. Since there is no Somali state and no Somali unity, let alone a genuine Somali government, every clan must have political leadership of its lands. This also goes for Banadir region.

Also, Mogadishu is the capital of Somalia, and shall fullfill its historical function as soon as there is a genuine Somali government and a new Somali state. Till then, every clan should focus on its lands and own people.
