^Actually they did Afweyne made a deal with Mengistu that he would stop the war if Mengistu kicked out SNM out of their Ethiopian base.

Thats a basless argument and its very simple there was no such a thing called Hargaysa less then 130 years ago. Hargaysa is not even among ancient somali cities, its the newst city in all of the north. All big cities in Somaliland, Burco, Ceerigaabo, Boorama , Berbera and Zaylac all predates Hargaysa , only Laas Caanood village was founded after Hargaysa.
As recent as 1882 Hargaysa or "Herer" little Harar, was nothing but a well and couple Ciidagale camel herders. The first modern building or Bunglow was built by the Birtish lord Del Meere in 1887 just before he left and founded Keyna's capital Neyroobi.
Hargaysa is the only somali large city which it history is with in the living memeory, even the name 'Hargeisa" was adopted as late as 1947 before that it was called Herer or the well of Herer and the Ciidagale sultan was known as the Sultan of little Harar.
