The difference between sixties government and Barre regime is that the sixties adminstration did not try to hide the tribal factor in Somalia, but worked on ways to include every tribe. At the end of the day their failures were judged and criticized and they could be replaced by another government chosen by the people, a luxury lost when the Barre regime took over.
S.Y.L was always equally representative of all the clans, if their was Darood president, the priemier was either hawiye or isaaq case in point Shermarke(aun) and Egal(aun) and Vice versa. Somalia was experimenting with democracy and there was bound to be mistakes, we certainly did not need a military coup.
Here is what a I.M lewis article on the 1969 coup, written in 1972
"The Supreme Revolutionary Council's obsessive preoccupation with
treachery and betrayal, and its growing reliance on harsh repressive
sanctions, inevitably suggest that its leaders no longer enjoy the public
confidence which they claimed when they seized power in October

If Siyad Barre hadn't come along, we would've had elections and civilian rule in Somalia would've continued.
