Ban Ki-moon, United Nations secretary-general, ordered on Friday an investigation into the discovery of a potentially hazardous Iraqi chemical warfare agent buried in a filing cabinet in mid-town Manhattan.
Officials were surprised to find two small plastic packages while archiving files from Unscom, which inspected Iraq for weapons of mass destruction during the 1990s. An inventory check revealed one metal container might contain phosgene, described as an old-generation chemical weapon, suspended in oil. It was recovered from Al-Muthanna, a former Iraqi chemicals weapons facility, in 1996.
