Gedoboy , inspite of the disorganized execution of the power change, Bare easily exited the capital just like Mingiste. SNM as well held up to a year for National Conference until we turned on each other. The disorganization could have been contained easily if the United Nations sent troops to Somalia and reversed major disasters. No one cared since the whole communist world was crumbling under the weight of the collapse of the Soviet Union, which disintegrated.

the UN is influenced by major powers. And those major powers wait until everything is FUBAR to get the UN to react that way they have more leverage b/c everyone is looking for a way out.
The UN doesn't send troops into an African country on the verge of Civil War, they merely evacuate their personnel and watch from a safe distance.
