Why is Khaad is legal in Somalia ,Somaliland and djibouti, not marijuana?

The most abused drug on the face of the earth for Somalis is chewing khaad much more so than all other drugs combined

Someone who chews khaad regularly may have many of the same respiratory problems that tobacco smokers have. these people may have daily cough and TBs symptoms of chronic bronchitis, and more chest colds
