democracy & progress = oxymoron?

i think progress is slowed down by the tedious process of democracy.

progress is a spontaneous thing, democracy not so much:

it's tediously painful and slow process that takes into account the thinking of not-so-smart people. we should ignore the dumb one's - their thoughts are all a priori stupid - fock their opinion i'd say . we'll all benefit from smart thinking, but nobody will benefit from stupid thinking.

i think we need to replace it with something that has set values ala predetermined one's.
