AW252: The Puntlanders consider the conference that formed Puntland in 1998 to be binding, ie the agreement that was signed is non-negotiable and they are part of Puntland no matter what they later decide. Ironically the Somalilanders have the exact same sentiment about the Borama conference and the Dulbahante and Warsangeli signatures to THAT conference.

Thus, since they have already joined a state (theirs) they cannot then form a NEW state, as that would be treason. Puntland rationalizes this by the fact that the two clans didn't really join Somaliland because Somaliland is not a legitimate entity.

This is why Puntlanders will refuse to ever recognize even the existence of Maakhir, but they have no problem discussing Galmudug.
