These guys need professional counseling regarding their safety.
To a successful pirate u need the following:
1- emergency survival kit like life jackets, inflatable rafters (even inner tire tube can save lives), water, walkie talkie, etc..
2- rules and discipline, to know when to adventure into the sea, etc.

Your Saturday morning cartoon fails to note that Iran/Contra was an illegal affair with resultant scandal that Reagan and North got away with only because Reagan was highly popular, they successfully covered up many of the details until he was out of office and he was essentially forgiven for is "bad memory".
