Its not a clan war, when its happening within somaliland's border, and an organized malitia is attacking a supposed somaliland citizens. How can we claim to be a state when we have a public and government that doesnot realize its responsibility to defend its territory and its citizens despite the political misgivings in that region towards somaliland. A government that only demands from its people without any real burden is why many somalis choose to remain without the vampire called a state and prefer anarchy and freedom.

Its a sad if its really some organized malitia killing members of loosely organized citizens in somaliland territory, any admministration any where else would face real consequence, except in the dysfunctional somaliland society.

Well technically its clan war but it's with in Somaliland border between 2 clans who are related in the hawd area. Somaliland can do 2 things help these dhulbahante clan militia against the mejeerten clan militia or send nabaddoon to make peace between the 2 clans.
