They probably haven't. The idea of a constitution, or charter, would probably be anathema to them.

A question for you: Have you read any books of usul-ul fiqh or aqeedah which would help you understand to whom sovereignty belongs?

ARTICLE 15
EQUALITY OF THE CITIZENS BEFORE THE LAW.

1. All citizens of the Somali Republic are equal before the law and provisions of this Transitional Federal Charter and have the right to equal protection and equal benefit of the law without distinction of race, birth, language, religion, sex or political affiliation.

2. Equality shall include the full and equal enjoyment of all rights and freedoms.

ARTICLE 42
OATH OF THE PRESIDENT

Before assuming the office and duties of the President, the President elect shall take and subscribe to the oath of allegiance. Such an oath shall be for the due execution of his/her office in a manner prescribed herein: -

"In the name of Allah I swear that I will discharge faithfully all my duties as President in the interest of the people and that I will abide by the Charter and laws of the Somali Republic".

ARTICLE 69
INTERNATIONAL AND BILATERAL RELATIONS

1. The Transitional Federal Government of the Somali Republic shall uphold the rules of international law and all international treaties applicable to the Somali Republic and subject to the legislative Acts of Parliament, international laws accepted and adopted shall be enforced.

2. The Transitional Federal Government of the Somali Republic shall uphold all bilateral agreements concluded by the Somali Republic

The equal protection under law isn't just Muslim/non-Muslim, it also includes protection from discrimination based on adherence to a particular Muslim denomination such as Sufi or Qutubi or Salafi or what have you. Why are you opposed to this?

And what's wrong with your leader swearing to uphold the law and the constitution? The law is the law.

The last one is actually unnecessary, nations will consider signatories to be bound by international agreements until they withdraw from them, whether they recognize them or not, and recognizing international agreements that Somalia has signed in the past is just a sensible policy. If Somalia does not support an agreement, agreements can be withdrawn from.

The law is for God not for you or anyone else to necessitate.
Why are you opposed to this?
The same reason you are opposed to Sharia.
