it's because Somalis haven't yet made the evolutionary step from communal land tenure system to private property. when private property laws are clearly defined and respected this problem will wither away on its own like it did in the rest of the developed world. but for that to happen several things must occur. one, Somalia's population has to increase substantially so that land becomes scarce. second, country has to develop, in particular industrialize. third, land productivity has to rise thereby requiring fewer people to subsist on land.
