There is no need to kill all clannists. Hawiye is the center of all mayhem and disorder. You have to pacify them or civilize them.

If you know anything about history or you were alive during the start of civil-war, you would have known that Hawiye was against this war from the get go, and they pleaded with Darood to either share the power or stop killing civilians, but siyad barre refused to resign and the war went on.
