There is no point teaching hawiye governance, law and order as they simply have not the capability to understand this. There needs to new method looked at by the United nations, shabab should take all hawiye territories and rule them and the federal government can rule for the rest of somalia with shift of capital.

A Federal Republic of Somalia consisting of Puntland, Jubbaland, Rahanweyn. We still will have the farm lands as agriculture in the south and also rich natural resources in the north to form a quite effective country.

But as for trying to bring hawiye into federal government, as u can see it won't work their are not civilized and it pointless task. We should move on the rest of somalis and just let them kill each other off.
