The article is from the 90's and for Saleemaan, I think you got your history wrong. It was Marehan that were invited to the Garowe conference and were asked to join the new state back in 1998. They said no at that time but they supported the concept. There is even a clause in the Puntland charter that is specifically there for a future inclusion of Marehan Galgaduud into Puntland

Geographically I'm not sure How it would work. Galmudug is inbetween Marehan/Majerten lands, so Galmudug would have to be annexed 1st along with the other HG/Hawiye towns. I could be wrong.

In looking at this map it could work geographically. That Western Strip from Golgodob through Gelinsoor (Shared Wagarhdac/Sacad) and down to Caabudwaaq, Balanbale. Basically avoiding Eastern and Central Galgudud which is Hawiye deegan.
