Somaliland election system

Post by yawle »

With reference to the below post, I was thinking to eleminate this sort of a problem which occured to the Ciidagale clan in the last parliamentary elections. We should introduce a tweaked version of " preferencing voting" (http://en.wikipedia.org/wiki/Preferential_voting).

The idea behind preferential voting is that, some candidates in a typical election will get more votes than is required to become an MP. These excess number of votes can be donated to a "prefered" candidate who might be strugling to cross the line. So at the end of the day, the Political Party which is more popular in the general elections (number of votes) will earn the biggest number of parliament seats. Hence, instead of those votes being wasted for nothing, they are counted.

The Ciidagale voted not smartly. They voted for a select small number of people, when they needed to spread their votes across a number of candidates. For example, the owner of Ambassador Hotel got the largest number of votes throughout the country, about 15,000 votes alone. That number of votes were enough to bring 3 MPs into parliament. The second runner up was also another Ciidagale guy Mahdi Buuba who recieved over 10,000 votes too..

In comparison, the Sacad Muse and Arap clans averaged between 7 thousand and 4 thousand votes for their MPs that crossed the line. The 20 candidates with the biggest votes were chosen into Parliament... and Ciidagale spent all their voting power for a select number of candidates. I am sure they learned their lesson and the upcoming election in 2011 will be different.

As long as we think in reer hebbel parliamentarians and reer hebbel parliamentarians, qarranimadeena meel fog ka day , we need to See the parliamentarians more as some being part of udub kulmiye ucid. Imika yawle wuxu tirsanaya Xildhibanada kulmiye iyo udub uga so baxay which is wrong because it’s based on reer hebbel wa inad xisbigaga uun tageertid.
Imika xildhibaanka Somaliland barlamaanka ku jira xisbi bu matala reer ma mattalo.

It goes both ways. The people are clan minded and the politics is clan based. There is nothing wrong with clan based politics as long as the end result of an election can not be predicted and has that element of surprise. I don't see as a hinderance to the fact that we are a clan segregated society, in fact, I see the positives.

In our democracy, it is cousins competing one another. For example, Mahdi Buubaa won the election in 2005 against his own cousin who was running on a Kulmiye ticket.

Coming back to my suggestions, the idea of a preferential voting will go a long way to making the most of out of our system. Every vote will be counted and no candidate will be deprived of their hard earned votes. The most popular Political party at any given time shall have the most seats, that is as simple as it should be.

some writer in Togaherer counted the real representation of Ciidagale in parliament to be 14 districts based on their degmos and numerical presence in W/Galbeed. Thats lot's of chairs missing from beesha today.

In next elections if things goes smooth Garhajis representation will jump from todays 23 % to 37 % of parliament with Habar Yonis's 17 chairs.

I predict major changes in coming years, it's time to strengthen the secret partnerships between Garhajis and certain lineages and subclans of HA and Samaroon.

Let Samaroon rule by face , HA continue thriving and makin money , while Garhajis remains in the shadows, pulling the strings .
protecting the " lion cub " ... ( Riyaale )

HJ will be severely punished if they attempt anything foolishly, they know very well they can't match Garhajis in warfare, and go mad like we did in 90s.
So this foxy clan continue crying foul, but that's all they can do.

Siilaanyo will go in the grave never becoming president lol

you are all missing the point, and the point is that majority of ciidagale clan live in ethiopia and those ones in somaliland ecxept hargeisa also went to hawd and ethiopia due to the droughts, so what ciidagale needs to do is send 10000 trunks and take the people all the way from awaare dhagax buur rabaso gosayga kaam abokor dig to hargeisa
