Why don't you concentrate your efforts on building the Puntland state instead of mingling in inter Hawiye trifles? The only reason your using Abgaal as a scapegoat to keep the HG in check is because you lack the courage, will power and muscle to clear out the HG in a direct confrontation because you know you will suffer heavy losses.
