correct but its gotto do with the arragements of the surahs, the prophet s.a.w passed away so there was bit of confusion..read the following

The arrangement of all surahs order was not done by the prophet (this is the view of Ibn 'Atiyya, al-Itqân, p. 196). From some ahaadith we learn that the order of only some surah was done when he was alive.
So it seems that the Prophète did it from surah Qâf to surah an-Nâs (according to Abû Dâoûd, n° 1393, and Ibn Mâja, 1345).
However, he did not do it for the surah-s al-Anfâl and at-Tawba. That's why the commission ordered by Uthmân () who had the prepare copies of the qur'an had to take a decision.

As they did not know whether these 2 surah were different or had to be regrouped as one, the commission of the sahabah () choose an intermediary decision:
- they kept the 2 names, showing that it can be 2 different shurahs;;
- but they didn't write the basmala between the two, to show that they can actually be part of one big surah
