ruling few tulos wif less than 300 pple in it..doesnt make them a goverment...they have 2 occupy villa somalia first b4 becoming govermento

Ciyaal, a governerate is not a government. A governorate, in Arab countries is just a province ruled by a governor. You can have a governorate without a central government too. This is what it is.
