They have a major port, several airports, governance over the Bakaara market, and control 4 of Somalia's largest urban centers plus most of the capital. They are basically running a small country, its not hard to see that countries have economies and produce revenue streams.

Somalia has an annual GDP of around $4 billion, the vast majority, like 90% comes from the far southern regions, and those regions are all under the control of Al-Shabaab, so 90% of $4 billion is definitely more than enough to buy a few guns.
