I dont know who bradbury is but Menkhaus seems like a really influential expert in shaping Somalia's policy,after few months of his testimony in the congress in which he proposed the stick and carrot approach in somalia and he encouraged the US to engage the grass root organizations and pseudo mamuls. ambassador uncle tom carlson rolled out the dual track approach to somalia which is a carbon copy of Menkhaus approach.read his last testimony in the congress and u will see everything the US is doing in somalia there, like a prophecy.
