Maybe because the UWSLF recently signed a peace agreement with the TPLF. The Arab NGO on it's own will done something beneficial for the people of the Ogaden. So the TPLF gathered former UWSLF members and diaspora to take pictures in front of the machine to send out a false message there is "real development" in the region, while realistically they didn't have anything to do with it.
