The cantons should still have their own "National Guard" units, like US states do, in addition to the National Army.

Each Canton should have it's own central bank (though only the National Bank can print money) and can manage their own fiscal policy.

Set a tax rate of 7.5% for anyone above the poverty line (2.5% is Zakat and set aside for poverty related social programs, 5% is Ushr tithe for the state and armed forces).

Middle class people pay the full Ushr of 10%.

Of the Ushr tithe, 1/5th is set aside for the Canton's National Guard, and the rest goes to pay the canton budget (Roads, infrastructure, development programs, etc). Non-Zakat taxes are split 3/4 to the canton, 1/4 to the federal government.

Rich people pay 25% rather than 12.5% (they pay double Zakat for alleviating poverty and also Kharaj tax as rich landowners, for an additional 10%)

Half the Federal Government budget goes to the military and the other half goes to the federal government budget (embassies, foreign relations, the executive office etc).

if a somali is told that he is the president then he wants absolute power and the first thing he will do is destroy the sharci and make his own.

the best solution for somalia is rule under a kingdom and ruled by one king then succeeded by his eldest son. the king wants to leave a legacy and wants to be known as honorable so will not get vultures.

That's not strictly true. For instance mining (oil, gas and mineral exploration) has a 20% Zakat levied onto it, rainfed farmland gets 10% and irrigated farmland gets 5%, that's in addition to a 10% tithe from Ushr and a 10% Kharaj tax so in a strictly Islamic society a very rich farmer should be expected to pay 30% in taxes and an oil baron 40%.

The president will not have the power to change the constitution..in order to do so it has to be agreed in the senate and senate members can vote for any change's..and since the senate members will be from different qabiils representing different people than one qabil will not have the power to change anything.

Wouldn't Harar be more appropriate for historical reasons?

From a historic perspective, Harar would be good but I am guessing the current demographics show that the oromos have a higher population there compared to us thus they could claim the city alongside the harari natives. The reason I chose Wardheer was because of its central location in the Somali peninsula as well as being the centre of where the major clans meet, landwise. Other cities that could be possible capitals of Somaliweyn could be Ceerigaabo, Gaalkacyo or good old Mogadishu.
