You take a German boy and raise him in a African village and take a Congolese boy and put him through private German education and the difference will be stark clear.

indeed....and i would assume the Congolese boy has an unfair advantage over the German due to time/location etc. its like swapping a Moorish child of Andalusia with a child from a village in western Europe in the 10th century...flip the script and clearly this would produce similar results....
