Muslims VS Kaafirs In Somalia Ayah Proofs

A lot of Somalis in Minneapolis are rejoicing the fact that, Drones Killed Some Muslims in Kismaayo. What that tells you? We have a lot of Kaafirs in Somalia who rejoice when their brothers ( French and Americans ) succeed.

What does the Ayah says,

"Muxamadu rasuululaah waladiina aamanuu Macahu, Ashidaa calal Kufaari Ruxamaahum Baynahum", Muxamad, The Prophet of Allah and those Who have believed with him, Are so rough, hard /unsimpathetic against the Kaafirs, and so merciful with each other. The Prophet scw said, When you meet the Kaafirs on the street, Push them/Squeeze them to the corner and take the main road.

according to the Ayah, Can we say those who are rejoicing and happy at the kaafir's Victory are not Muslims? The allah is saying, Ashidaau Calaal Kufaar- They are so hard/so unsimpathetic about Kaafirs?
