Aid agencies have to work with shabab to ensure proper delivery of the supplies to the needy. TFG are confined within a fragment of moqadishu and would not have the means to deliver an hours worth of service to those in need. There is no option but to negotiate directly with the shabab and regional elders.

Bais towards shabab will not safe lives and it is direct bais against shabab that offends their inflatted egos. If they are the only authority in a town then it is only prudent to work with them for effective solutions to distribution regardless of the objections that emanate from the TFG.

Most of it will go to the several NGO's working in Horn of Africa. Somalis on the ground will not see a single penny.
