I can't access your link from my phone, but there's something called the Visa wavier program, if you are from a EU country you can stay in states for 3 months without a visa. I have been there and never required a visa. Maybe he was staying for a long period or they considered his as a person going for work/business.

I traveled a lot within the last couple of years. I had no problem whatsoever at the airports. I had more problems with Africans because of their tuugnimo than I did with American officials.
