I think Kenya will feel like a zoo keeper trying to orginize these skinnies to make a state in jubbaland :lol:

So what is the plan after they leave? Did you see the financial cost of the war for Kenya? The shilling is already dropping like crazy, and they had to cut money from many ministries to fund it, there is no way they will be there for long. Who is gonna hold the territory when they leave? Madobe doesn't even agree with Azania so how is that gonna work? The only chance they have is if the new AMISOM troops get deployed there. Otherwise AlShabaab will be back by mid 2012.

There is no way Kenya is paying of this war. Either France, Norway, EU, US, China somebody is financing it, providing logistics but the question about the vaccum is unclear like You said. I wonder when they say 'install buffer zone for security' that can't be why they're there. For there to be a regional admin with a army strong enough to enforce borders, and crack down on theives will take a long, long time maybe a full year. For this reason it wouldn't suprise me if they stayed for like a year and then hand it off to an administration or if they simply hand it over to AMISOM.
