Are you telling us that the federal government of Somalia via its prime minister belongs to majeertenya?
Or that Puntland is a country with federal and local institutions?

My point here is that OP is WRONG in his terminology which is only indicative of another ilness he suffers from that is called ' delusion of grandeur.'
Everything in/for/by Puntland is LOCAL . The ministry of planning or fishery in Puntland has no other juridiction outside Puntland , therefore cannot be called "federal".

Puntland is a REGION of Somalia , there are no "regions" within Puntland
What is a region ?
An area of a country or the world with definable characteristics {language , culture, etc..ect}
